Faulty/incorrect Parking Charge Notice (PCN)?: showing only evidence of entry and exit (for a ‘pay and…

I live in the UK. I received a PCN “…for the alleged breach of advertised terms and conditions…”(described in footnotes). They are around registering or ‘paying and displaying’ a valid car parking permit. The only evidence given of this alleged breach are two photos, one each of my entry and exit.

[I had bought and displayed a ticket/parking permit completely covering the length of time parked, but this is a separate issue which I am not exploring in this present query]

What I would like to ask is specifically whether this an adequate/correct/valid charge? I would’ve thought they’d need to 1) show in a photo that I have no valid parking permit displayed and then 2) state that they have no record of an online or telephone registration of my parking permit. These would then show evidence of breaching their terms and conditions.

I don’t think showing photos of entry and exit alone proves that the terms and conditions have been breached. If I had registered, or paid and displayed a valid parking permit, I would still have a photo of entry and exiting too. So such photos cannot distinguish between someone who has or has not breached the terms and conditions.

I’d think that ‘entry and exit photos’ as evidence in a PCN only works at a ‘pay before exit’ type of parking, as it can distinguish those who have or not paid before exiting.

If the entry and exit photos are legally adequate, I would be grateful if this can be explained: on what basis is this adequate?

I would be grateful for any responses.

Thank you.

Why would an Archbishop give such long notice of retirement?

BBC News reports here that the Church of England’s Archbishop of York, John Sentamu, retires on 7 June 2020. The news report is dated 1 October 2018, which 15 months’ notice.

This seems very long, even for such a senior post in the Church of England. Why would an Archbishop give such long notice of retirement?

I use the computer for internet browsing and professional photo editing and I find I’m craving more screen space. Is there a noticeable different when you use a 15″ screen after using a 13″ screen?

Why it is sufficient to include only copyright without permission notice when using React library in your…

As far as I understand if you want to use React.js library you should comply with MIT license by adding its copyright and permission notice before the library is included to the source code (to the bundle.js for an example). However, npm React package is distributed with this comment on top of JS files:

/** @license React v16.5.2
* react.production.min.js
*
* Copyright (c) Facebook, Inc. and its affiliates.
*
* This source code is licensed under the MIT license found in the
* LICENSE file in the root directory of this source tree.
*/

Questions:

  1. Why its enough to include only copyright without permission notice?
  2. What does “LICENSE file in the root directory of this source tree.”
    wording means? After bundling this comment will be the part of the
    bundle.js file deployed to the web server. So should web server has
    some sort of license.md at its root? I don’t think so, but this got
    me confused…

Does a central copyright and license notice cover all the files in a software program?

Some open-source programs have a single copyright and license notice in the README file, while others put a notice in each file in the program.

I prefer the first practice because it makes the code more succinct. But I wonder if a central notice is good enough to cover all the files in the program because some licenses allow users to freely copy and modify files in the program. If a user only copies some but not all the files, then those files may lose their trace to the copyright and license notice. In this case, is the user obliged to attach the copyright and license notice to the copied files?
